... meh, probably still wouldn't have worked. Mexico was aware in the WW1 that Germany had no navy so no real means of protecting her from Yanqui invasion. In WW2 there's absolutely no way.

Mexico was literally socialist at this point and despised fascism. Cuba however was a lot more pragmatic and would have likely accepted an alliance with Italy and Spain if they could guarantee them against america

Im a mexican and i can tell you that wouldnt happen ever.
The president at that time needed the support of the United states so he could do the oil expropiation.
The only nazi group at the time were the golden shirts, a sonorense group that was anti chinese (there were many chinese inmigrants in sonora back then) and it barely was meaningful in politics back then.
The Union Nacional Sinarquista was the most important far right party, but they were against Nazism
