Because he was - for his time - the master of PR. That outfit he's wearing there isn't an accident, it was carefully chosen to promote a certain image of him, specifically the image of a 'poor and humble Indian peasant'. He wasn't that, in his wildest dreams, but he figured out how to exploit and capitalise on the empathy and romanticism that can run to excess in western/British culture. 'Mahatma' Karamchand Ghandi had the most privileged and British education that anybody at that time could have had, even spending three years studying at University College London (at a time when British university enrolment was less than 1%), and he knew how to play the system.
