As you're already aware, he wasn't an ethnic Russian himself, but he also wasn't a Russiaboo. He considered orienting the USSR around the Russian SSR, and the Russian language, as a practical measure to establish a stronger state. Beyond that, he didn't care if someone was a Russian or an Eskimo.
