If you have manic depression then you "get depressed." It's how it works. You're in a long period of mania, and then you get depressed. Even if he won at Poltava Peter would have rebuilt his army, the Cossacks wouldn't join him because all the ones who tried were dead, and his army was still starved, low on men, and dying. Honestly his best move even upon a victory would be to give up all his gains and go home with a Napoleon style bloodbath retreat.
