Is an omnipotent God-Creator by necessity the only entity with true agency?

I mean, even if we accept that God abides by the free will of external entities, their inner logic, and the outcomes, from it were fully known to him at the time of creation, so it seems he'd just be watching his own actions play out over time?

God sits outside of time, so he's not watching anything "play out over time"
Everything is simultaneously happening right now, has already happened, and will happen for God.
