The problem is simple. These peoples (non-whites) were perfectly content grazing. They accepted the "is" instead of even entertaining the idea of an "ought". Now that they see what "is" can be if you consider the "ought", suddenly not only are you FAR behind but the very philosophy that kept you there is still forced on you.
