Chinese culture is a perfect fit for capitalism which is why they have capitalism even under a communist government.
Russian culture is a perfect fit for communism which is why the USSR fell but Russia remains communist (while countries like Ukraine yearn for freedom).

It's all capitalism. The UK govt is as authoritarian as the Chinese or Russian govt and noone thinks they're communist.
