They're really not. They're an allegory for good people corrupted towards evil hence why they're made from tortured elves. Outside of Tolkien they're whatever bellicose culture the creators found most interesting, generally most comparable to hollywood migration era Germans perhaps crossed with native americans if they want a noble savage view.
