They didn't have the ability to see in the future. It's more that the US already was home by then for ages. Even if Liberia was some big project taken on by the US with heavy funding or they somehow knew it would be first world the vast majority of black americans didn't want to leave home.

because black Americans are pan-African mutts, most of whom had no ancestral connections to that region of Africa. unironically, by the time Liberia had been made, black Americans were much closer culturally to Anglo Americans than their African ancestors.
