If you give a organization a budget or means to get a budget without any real regulating force, wouldn't it inevitably reach the Thucydides trap?
Like has the CIA's budget ever actually decreased in real terms? Or to my knowledge no army ever declined without its country also declining in social or economic means, only comparitavely.
It just seems silly desu, why don't people build armed insurance firms instead to fill the same purpose? They have market forces regulating them.
