The Soviets were good at propaganda, more specifically they were good at 'creating' heroes.
Another example is the 'le Siberia divisions' which supposedly saved Moscow, when in reality historians has largely confirmed that there was no sudden influx of Siberia divisions at that time, they had been gradually transfered to the western districts since the start of Barbarossa. The overwhelming majority of divisions that threw the Germans back at Moscow were locally raised.
But it was simply better storytelling for the soviets.
It's also the same with Battle for Britain. Churchill wanted to sell the narrative that the Germans were close of winning and only a handful few stopped them. It made great speech material to paint the picture of mere British will and resolve overcoming impossible odds, rather than simply acknowledging that Britain outproduced and out-trained Germany, and the German tactic was fundamentally flawed.
