Liberia is notable as the oldest country in sub saharan Africa as it was never conquered or colonized by Europeans. It was a shit idea though, because it involved sending people across the ocean back to the old world in an area they no longer had any cultural or linguistic connections to. It would be like taking a man of British ancestry living in Oregon and offering to send him to a random part of the Balkans. He would never want to go for this. The nation was and still is also rather small with little resources and is surrounded by other small nations with little resources that make poor domestic trade partners.
