“The Russian consulate is concerned about the safety of its citizens,” Vikram Verma, an attorney for the consulate, told Indian TV on Wednesday. “If (Indian authorities) feel that it is the victim’s fault that she was out at 2am and thus deserves to be raped, we would be happy to give (Russian citizens) advice which would improve their safety and security.”
