Warlords lack total centralized control. these dictators have very centralized government. Pretty huge gap. Also they arent tribal since many kf them were westernized and/or highly educated and were in the previous colonial governments in various positions.

Tribal ooga booga people got access to centralized governments, without any of the cultural background, education, or social discipline that came with developing them, and did every impulsive decision that came into their head.

I assure you: any culture or society that doesn't understand or value their public institutions, education, law & order, will eventually degrade into that exact same situation. This isn't a racial thing: the only thing separating us from the most retarded homo erectus version of ourselves is we did well in highschool. I'm paraphrasing, but it only actually takes about 15% of the public to think the Earth is flat before a country stops doing anything with rockets or aircraft.
