If you let them fight then they would say they want equal rights because thhey fought for le country
Therefore you only put them in non combat roles and send in the superior masterrace to get mowed down by machineguns

Because in the US citizenship and rights are somewhat tide to military service historically speaking. There was some confederate who once said that if blacks could fight their entire theory of slavery was wrong. Its not like the people at the top thought the average white guy was their equal ether, they were just good enough to serve as soldiers and workers in skilled trades. If black people could fill those same roles there was no good reason to disenfranchise them while enfranchising average whites under that political logic. By that time blacks had served in the army for a long time, but under the idea they were less competent they were kept in segregated, and for the most part noncombat roles.
