Basically what our supposed allies were doing was instead of paying the US back for the war, was pointing at Germany and saying that since Germany owed them money they didn't have to pay the US back. The US was forced to inject liquidity into the German economy so they could pay their debts so that other countries would continue paying back the US.

The UK and France sought to completely cancel their war debts to the US and put all the obligations on Germany

What people don't understand is that smuggling is probably what paid for parties around this time, that's why control of major ports like NYC were so important.
