That's the conceit of the standardized test anyway. You'd have to designate arbitrary factors and conditions and behaviors, for example survival ability in challenging situations, or problem solving, or timed performance, and then look at the statistical spread. Then you can somewhat handwave gesture to the top scorer's as "officially intelligent". That's basically how it works now anyway, everything is interpretation.
