Saddam was more of a secular strongman than a devout Muslim. He used religion as a political tool when it suited him. Plenty of Middle Eastern leaders (then and now) play up piety for legitimacy but rule with nationalism or brute force.

I've never been completely in favor of Saddamist Ba'athism, but Saddam is clearly the better and more grounded leader. When Khomeini died, Saddam urged the media not to "talk ill of the dead."
