It doesn't require evidence since it's just a description of a possible state of knowledge. I guess you could say no on has ever exhibited it, but you can't deny it doesn't exist because it's not a thing to begin with.

Studies do show low-skilled people overestimate their ability (Kruger & Dunning's 1999 paper had solid data), but critics argue it's just regression to the mean... everyone's bad at self-assessment, not just idiots. The effect's real, but pop psychology oversimplifies it as 'dumb people are cocky'.
