Some sources claim Hitler was partly in on the idea but that he had not expected Hess to go through with it.
Yet others claim that Hess and Hitler had had a private talk aboiut "something" and when Hess left, Hiotler had commented to Hess that "You have always been stubborn" in a friendly, if somewhat chiding manner.
As to the veracity of these claims, I have no way of confirming or denying it.
Also, Hess himself was sure that Hitler would have pardoned him, despite Speer's attempt to scare him with Hitler's alleged order to have Hess executed if he ever returned to Nazi territory.
Seeing that Speer was a pretty slimy character, I take a lot of his statements with a pinch of salt.
