The hard part is identifying the bully, they can be very sneaky about it. It can quickly turn into a game of he said/she said and theres very little stopping the bully from lying to make the victim look like the bully
Even overcoming that problem, most schools dont give a shit. Theres a problem between students? Slap the wrist of both kids and go back to whatever you were doing before

I have worked in a public school (not in burger land tho), it's not so easy to expel students, especially if they live within district/town where the school is located. Sure, if they get into too much serious trouble repeatedly or become a danger they will get expelled, but otherwise no - because they "have a right and duty" to learn until a certain age.

In my school the coordinator just flat out told the guy who lightly bullied me that she would simply take my word over his because I had zero bad behavior precedents and he was constantly getting in trouble. Cut it short pretty fast.
