Just go to Quick Convert and have the video codec set to VP9 and speed to 0 (for best quality). Also make sure to Disable (strip audio) in the audio settings, as audio doesn't work on this site except on /gif/ and /wsg/. For /hr/ there's also a 1000x1000 minimum for dimensions. Any Full HD or greater already meets that, but if you want to put something that's less than that on here then you need to upscale it. But a lot of anons may frown on you for doing so.
There's a setting for "Target Filesize" which you want to be as close to but still under the 4MB limit as you possibly can if you want your video to be as good as possible. This automatic thing usually gets it pretty close, but if you are really "autistic" when it comes to perfection you might have to manually tweak it to get it as optimum as possible. But most people probably won't care. But that's up to you.

Also, remember that there is (I believe) a 2 minute length limit on this board. Its longer on /gif/ or /wsg/ but most boards its just 120seconds.
You probably want your videos to be shorter in length than that anyway because the longer they are the more the bitrate will have to be diluted to keep it under 4MB and the worse the quality will end up being. Personally, I find video lengths of around 30seconds to 1 minute to work pretty well at the bitrates you can get under 4MB, but do it however you like.
If you want to snip videos down to more manageable lengths or do different video effects then I would recommend a full blown video editor for that. Here's a free one I use and recommend for that:

You can also use this for converting videos instead of nmkoder if you like, as it has that same ability plus a whole lot more, but it is more cumbersome if you just want to do a simple conversion.
