-draw a lot
-draw A LOT
-go through Keys to Drawing, at least the first half to learn how to observe
-grab a book on figure drawing (your choice of the usual recommendations on /ic/) and work through it
-mix this in with 30-60m daily of gesture drawing
-spend half your time drawing from imagination, so your day might look like: 30 mins gesture, 30 mins studying figure/anatomy, 1h working on personal projects
-do studies of the art you want to be able to make, that is, try to copy it as closely as possible (this is where Keys helps), and once you learn enough figure construction, apply that to your copies
-after every copy/personal piece, go back to analyze it, where did you do worst? do your hands suck? guess what, that's your figure/anatomy focus for the next week.
-rinse and repeat for at least 5 years and you'll get on that level
