I would like to make a yume nikki fan game or a game in a similar style one day, but I can't draw. How long would it take me to learn to make pixel art that is good enough for the game to look good or at least ok?

a few years assuming you can't draw in the first place

OFF has very simplistic environments. if your concept is strong you can get away with less detailed artwork.

Pixel art is not difficult to get to an acceptable level. Low skill floor, high skill ceiling. Download aseprite and look up some tutorials on youtube

The entire reason pixel art is so popular with indie games is because it's easy to make, and very forgiving for the lower skill levels. Yume Nikki style pixel art is easy, but there is something to be said about taste and sensibility - if you were never much interested in making art before, you may be kind of lacking in these areas.

You could try finding someone to collaborate with, to work on the visuals for you.

True, though I'd say it's outlasted the period of time a trend powered by just nostalgia would normally last, and has stuck around because of it's ease of creation and use - you can even see criticism towards games because people feel pixel art is overused, thinking it's done purely because of nostalgia and stylistic choices, rather than practical reasons.
