Looks like old Korean manhwa style. Which is one of the ugliest style ever used. There's a reason why they weren't popular like the modern stuff.

Rockhe's skilled but his art is fugly, there's no appeal.
Koreans probably dislike it too since most Korean art nowadays look like webtoons instead of manhwa like OP's picrel.
Even Boichi abandoned classic manhwa to focus on modern manga & webtoons.
