Looking for a cheap laptop that can handle painting in Photoshop CS6, it doesn't need to run any games or any useless shit, it's just for art. Does anyone have one that you could recommend for such tasks?

You only need RAM. Lots of it. Everything else doesn't really matter.

Refurbished mac (mini) would be best value imo.

unironically a macbook of some sort is your best bet, the most important components are cpu, ram and screen, and finding a windows laptop with a good screen is impossible without paying full retard prices even compared to a macbook
if portability isn't an issue, build a pc, if you want portability, get a tablet
some retard will tell you screen doesn't matter, but it does

Portability is the only reason I want to buy one, what about Ipads? People seem to praise those, especially the drawing software that comes with it (procreate)

gaming laptops are shit tier or art because painting software uses very little if any gpu outside of filters and other meme operations, csp doesn't even use multiple threads unless that changed recently
on the other hand, gaming laptops are heavy because of the cooling the gpu requires and have shit tier screens because gaymers only look at the gaming specs

iPads are great. It's also awesome paying $10 for your software and not ever having to fuck around with subscriptions or worrying about getting screwed for doing paid work on pirated software.
Go to a store and try them out.

Does it have to be Adobe Predatorshop? If you want the PS boomer experience you can get an Ipad with ASP, but most people just use Procreate or CSP.

I don't mind Procreate because I wouldn't use an iPad the same way I use PC, meaning I'd use the former for pleinairs or any kind of outside drawing. Nothing heavy

an ipad is an extremely good option for the money
procreate's kinda shit, I use artstudio pro
csp is also very good, you can swipe from the left edge for hotkeys
csp sis in only, asp used to be one time purchase, now it's sub but with a lifetime option, not sure what it costs
the only problem with an ipad is that you basically need to know what you're looking for on the app store, because the store is fucking unbrowsable garbage

Which iPad would you recommend? Ideally the cheapest one since I don't want to use it for anything but drawing

I'm still using the 2017 ipad pro and it works fine and gets updates, but it's stuck on ios 17, I think because it can't handle the meme ai shit in 18
the latest pro will obviously be the best, but you want one of the M chips and as much ram as you can afford (but you don't need anywhere as much ram as on a pc unless you spam layers, I can paint 10k by 10k with minimal layers with 4gb), this varies with the gen and storage
I'm not sure what the base ipad specs are, pro had a newer cpu and no parallax over the air last I checked
pro is also 120hz, not sure about the cheaper ones, this is extremely good on your eyes
some models have oled screens, I think
I doubt processor gen matters much if it's an M chip, I don't experience any slowdowns and my ipad's ancient

tl;dr: I'd go with the biggest 120hz screen and at least 8gb ram

I work on an Acer spin 5 (i7, 16gb ram)
Works great as a budget all-in-one solution.
Also has a really nice 2k screen and AES pen included

I've build pcs before. It's not overly complicated. He's better of getting a computer that can be upgraded and has lots of room on the mother. What computer would you suggest. Now I'm curious how much you know.

Any laptop made in the last decade can run that ancient version of photoshop just fine, retard.
