I don't really understand it either. People say hashtags, but i follow a bunch of japanese artists with random ass usernames that never use hastags or not even any text at all yet all their drwaing always get thousands of likes often multiples times the amount of their followers.

Non-verified artists get pop-ups all the time. You just have to draw fan art and be good at it. Post it on their official Reddit and Discord, link it back to Twitter. If you draw it good you can gain easy follower

Somewhat correct. The issue is trying to get the attention of humans ON TWITTER.
You get their attention elsewhere, and they give you a baseline and steady drip. You use twitter's algo to boost you to people who would never have known about you in the first place.

The point of twitter is not to be popular on twitter, its to drag people from the big open area into your virtual studio/gallery/storefront where they can see your works in a more relaxed setting, your process, and - for some of them - cultivate a desire to pay you so you keep doing what you do.

I should elaborate.
The reason tags were kill is because it's not advantageous to businesses and the algo on twitter (and instagram much earlier than that) became advanced enough to not need them. They are a legacy system that is still active because it serves as a honeypot for people who don't know what they're doing. Thirdie spammers trying to grow their garbage content accounts, bots, etc are who get dumpstered by it, as do non-professional random people, and the kinds of crappy companies who have done 0 research.

It curates them OUT of the algo.

You need to enter a fandom and get some small viral drawings. This requires being good but the more niche the fandom or the more creative your drawings are, the less skilled you have to be. When you are in a fandom and people search, they'll see your art and like it if its good. Then you grow and grow, that's how you do it.
You can draw other things you want too, but the fanart will be what brings people to your page and get you discovered.

Why do you even care to post on there? Maybe 10 years ago, it would've been worthwhile. So much of the users on there are actually bots and sock puppet accounts.
No meaningful engagement beyond watching a follower count or like count go up. This is how you make yourself more miserable, jaded, and hate the actual act of making art.

Unironically draw fanart for your favorite artists characters and hope they retweet you. If your art is of decent quality, hell even 'good enough' quality, you'll get a fair amount of eyes on you.
Also don't follow a lot of people, as twitter's algorithm likes people who follow few people. Also don't draw anything naked because the algorithm will see that, and if you're not popular enough, your art will reach basically nobody. Safe-lewd is the best.
One final thing, only have one image in your post. If you attach alts or multiple drawings in one post, people glance over that shit.

This is my experience from being a pretty small artist that gets what feels like disproportionally too many likes for what I draw.

I fell off the Twitter bandwagon and went to BSky... what a fuckin' mistake. Been slowly trying to start posting to Twitter again and you can definitely feel the algo's hatred. I've noticed that on Twitter my posts really get hammered for the first hour or so (when the algorithm ranks the quality of your posts) and then maybe picks up; whereas on BSky, a good post does well straight away. So yeah, now I get to watch my stuff get 1/4-1/2 the engagement of my peers on Twitter while it actually outperforms on BSky. Basically, if you're in, you're in. Otherwise, as others have said, you have to keep posting until you're in. Since I haven't been posting constantly to Twitter, it treats me like dogshit. (For ref, I'm comparing to similar sized accounts, 20k on BSky, 50k on Twitter)
