Can you lose your drawing abilities in time if you don't use them? If you're reached a certain level of skill but then just don't draw anything for 10 years, would you be able to quickly recover?

You can. You will not lose everything and will recover quicker than it took to reach the skill in the first place.

You lose your drawing ability if you use it too much. I heard some Pixar stories of people completely crashing,unable to animate.

took a year long break after burnout and i came back much worse than where i left. but re-learning is quick.

You definitely will lose a lot of skill, I have a bad memory but a year gap took me 2 months of consistent effort to come back from I imagine 5 years or so would be way worse
