Is Tetsuya Nomura a good artist?

Obviously. One of the best video game artist. But the best ones from that era all look kinda similar honestly.

It really depends, his ensemble artworks are nice, but standalone character designs are hit and miss.
I prefer Yusuke Naora, he's MUCH better.
