To rearrange tiers you hold on the tier label. By the way text color will automatically turn black or white in the rendered list image depending on background color, even though it doesn't change while you're making it.

An update button needs to connect to a backend for it to work safely, otherwise anyone who knows how to open devtools can get around any kind of limitation I put in place against spamming it. Load a tier with pics to the point it creates a second layer or third layer.
Then rearrage pics in second or third layers and the image is moved to the top most layer.
