Why do you say it's garbage? What do you mean? Does it have a different name or something? I found this in a painter's book, so I’m not sure what to think or who’s right. Proko also uses different names for shading, so I have no idea what’s going on.

Yes it's accurate, not photorealistic but as accurate as it needs to be. Don't worry about the names of things either, halftone/midtone/middle gray/midvalue/middletone/medium/whatever it's the same thing. For cel shading it's still "accurate" cel shading just strips off most of the parts and doesn't soften transitions between the values. If you want accurate lighting that looks flat check out this page from 3DTotal's Color & Light, it explains how to construct each band of tones around the sphere accurately, just don't blend them and you have a nice setup for cel shading.

Halftone is the printing process. Misusing it for gray is as is retarded as writing apostrophe’s.

So you're saying that I should call it 'midtone' because 'halftone' has a totally different meaning, right? That's funny, because this book calls it 'halftone.' Does that mean the book is bad for learning painting? Do you guys recommend any good books?

That’s funny, because you seem to be interested in the idea of drawing but not drawing. Lines on a ball with dumb text will not make you better. Here’s a thread where you might enjoy circlejerking about redefining words >>7582589
