Paint tool SAI is best for just plain drawing.
The brushes just feel so nice. Every line just comes out so crispy and professional. The 2.0 added gradients with handles which makes adding hue variations easier.
I can't believe it's made by one guy, for whom it is a passion project. You can tell a lot of love was put into developing this software.
Plus the colors always come out juuuust right because of the size of the color wheel and tools for me.
Second best is clip studio. It has a lot of tools like filters, gradient filters, 3d models, symmetry ruler. A lot of free and pay for artist made assets you can download.
Third and for most people's first pick is photoshop but it has a nasty subscription pricing. It is industry standard due to many tools like vectors/SVG, and sophisticated algorithms.
Krita is supposedly the open source /free / linux compatible version but I've never tried it.
