There is a balance between line and colored area ratio. Too thick of a line and it doesn't work. Too thin of a line and it doesn't work.
Lighter more daintier areas of her like the hair arms and face are thin
Weightier areas like her skirt and eyelashes are thicker, enhancing the feeling of 3 dimensions and flow

I generally think if you already have a sense of weight and shape you will instinctually want to increase line weight in some areas of higher tension and weight, and decrease in other areas to enhance lightness and delicateness.

If you look very closely, they're not one line. The back of her shirt and her hair is made of three lines but the emphasis on weight and consistency in shape distracts you from the fact that many areas are multiple lines.

Yeah it just depends on the feeling and level of detail you want to go for. The line weight should depend on the drawing. If you're making a super detailed gacha character you want thin lines. If you want to draw cartoons or stickers you'll want thicker ones.

Yes. The areas that look like they're getting thin because of light are just at the flat part of the brush and/or at the end of flick strokes.

It's a chisel brush with pen pressure on size, a little bit of opacity, pen rotation. Energetic technique takes care of the rest.

you just gotta ink. The more you ink, the more it becomes second nature to do this stuff. As someone who just recently found their voice with art and inking, just trust me on it.
Some people will take longer than others, even with the same amount of practice. Itโ€™s just how it is. But just keep going. Have comfort in the fact that you WILL get there eventually. Everyone can draw, its not something your born with, it is a skill to develop
