They are a modern form of homogenized caricatures that anyone can use for comedic social commentary.
Only the "people" who act and look like those caricatures feel offended by them, and that is what has made them so widespread, indirectly making it their purpose.
Also it filters those who are obsessed with beauty and believe that every artwork and picture must be pretty and is only worth as much as they can consume it for self-gratification, because such people are ugly inside, thus the wojaks reflect their ugliness outwards.

Because you cannot reason or ever hope to engage reasonably with the modern cattle who are driven by political or sexual dogma or emotions, genuine narcissism and solipsism, or the actual mentally ill individuals who are incapable of any amount of critical thinking, which due to the globalized state of society with social media, are allowed to spread their mental illness all around while any reasonable person, gets drowned out by the amount of sexual/political/emotional goonery they constantly engage and crave to engage in.
Also it makes fun of people who are paid to spread propaganda such as in that case.
They also work because in the end it displays how actually insane and ugly those they make fun of are in such a simple way that even your average normie can understand it, that's why any attempt to make fun of reasonable people never works and is rarely attempted.
Also hyperbolic caricatures, as in displaying a most extreme version of something or someone, as always been a thing in art and comedy as well.
In short;
It's a purposefully uglyfication that makes people mad because the caricatures are ironically not caricatures since it really be do like it do and most of the targets are people who are either strongly on the spectrum or lack any intelligence therefore couldn't and shouldn't be let to roam society.
