Bullshit. Not with a job/uni. You'd have to grind studies in every session and have someone point out what you're doing wrong to do this in 6 months.

1 year for high beg is possible. Assuming you're starting from absolutely nothing though (never painted, don't know how to use a tabletsoftware), itll probably take 2-3 years, as long as you dont get bored/stressed out by it.
