Have you considered that "cute" isn't everybody's goal? Japan loves cute, but japan is not the entire world. Some people are trying to draw a mature beauty, or not beauty at all (though I personally think the image in the OP is aiming for beauty and failing). Some cultures value maturity over innocence. Even in japan, it isn't every author's goal to make their female characters cute. There are other goals.
