The same way you paint or draw anything else. Large ideas or shapes first, and you work your way down to the small ones.

I guess the specific issue is that this is a highly stylized form of coloring. Even if I could replicate it, that wouldn't necessarily tell me why they did it the way they did. For example, we can see that the main light in the scene is a yellow/orange, and the ambient shaded color is blue. There also appears to be a subtle red light, and a light blue rim light.

But then, why such pointed usage of bright green? The character isn't green. The lights aren't green. but they put green anyway and it works really well. how? why?

There's actually a pretty good video about this kind of random colors opal art style, I don't remember who it's by but it's a video of him speed painting Batman in different styles.
Essentially it is just randomly coloring some planes, all that matters is the values. It really is just random

they may have experimented with the color filters/curves to pull specific color notes out then use a layer mask like how naraanbatar does. It certainly looks that way at the bottom of the screen anyways. Why? Because color notes are fun to look at and makes things more interesting.

There is a green light source in roughly the same position as the yellow one. This replicates some stupid fucking gamer lighting or something. Like there's a big warm glow and then a RGB keyboard set to green.

The reason it probably dosn't make sense to you is because the materials you'd expect the outfit to be made out of don't reflect light that way.

Values. Make the picture greyscale and you'll see that the values are correct. If the value is right, then you can use any color you want in it.

You ever see those colorblind challenge videos where people put a bunch of blotches of color on a palette, put their program into greyscale mode, mix them a bit, and then paint? When they turn it back to full color they get something with solid values and random colors like this.

A color doesn't have to be a light source, you're thinking about the chosen colors as all being motivated by specific lighting. When you think of colors as values, you can slap literally any color that matches the proper value and it will look like it works.

Yes, my friend found my drawing style cool when I was 7yo. In practice, I did nothing special. I didn't know how to create subtle patterns so I drew anime figures with broad strokes
