He doesn't have to, this is when he first starts developing his understanding of the power, and had not changed his clothes yet. His shirt was shredded as he originally has a small chest, with a small shirt. The jeans also weren't SUPPOSED to be skinny, but "became" that way when his legs grew. There is a small cut on the left leg that causes loose fabric to open.
Regardless, there isn't much significance other than he felt comfortable this way.
