i have been drawing nothing but incomplete floating heads for 10+ years. when people ask me to draw them something for money i have to say i can't in complete shame. how do i turn things around?

I can't figure out the next step at all, It's even more frustrating because I've had some more completed drawings back in 2020

It comes from never being properly rewarded as a child for doing things. You need to create a reward system for finishing things
