i have been drawing nothing but incomplete floating heads for 10+ years. when people ask me to draw them something for money i have to say i can't in complete shame. how do i turn things around?

Yes. It will look terrible the first few times but completing a full piece is what you gain the most skill from.

go get inspired by complete works. make thumbnail sketches, build them up, find references for all the little details, tell a story.

It comes from never being properly rewarded as a child for doing things. You need to create a reward system for finishing things
