Sure, you can also draw with your feet if you want. Its pretty impressive drawing anything with a mouse but its probably limiting.

I'm right handed, and years ago I impaled my palm with a broken bottle at work. But I had a trackball mouse and was still able to draw with my left hand using the line tool. Clumsy, annoying, but the drawing I did was still recognizable as mine.

Mouse anon here. I think you can learn a lot by drawing with a mouse and you could draw just as good as anyone else with it. If you're actually skilled, a mouse won't get in the way. However, it can be very limiting and unnecessarily tiring. Doing hatching will take you longer than it should and drawing long lines in a single stroke will be impossible unless you want them to look wobbly. Get a tablet unless you don't mind the struggle of a mouse like me.
