Does anyone know of any artists that use a very loose / messy / sketchy style when drawing backgrounds? I need to learn.

There are standalone stories on Webtoon. I'm just trying to level up my art and storytelling abilities so I can tackle a longer series one day.

if you take your own photos or make your own models you'll be ahead of 90% of the slop out there

Why tho?
The majority of webtoon, manhwa, manga and manhua artists use 3D models and, or photos.
Even American comics just use photos and SketchUp now, they have deadlines you know.
I do now one manga artist that draw loosy BG but they're so bad that they look like AI slop.

Your works would just be flooded away by spam that uploads barely 1 page a chapter

Note that this is what we experienced BEFORE AI. Now, it's definitely even more abhorrent.
Not to mention that it has become even more Jewish as they got rid of the ad revenue for non-exclusive works

Just make an actual comic/manga and upload it to Mangaplus or something. Site has less traffic, yes but also less competition.
Do not expect any money and just do it for passion

I don't have any artists to recomend, but it seems that you're looking for "loose/messy" backgrounds because you aren't very good? My tip for you then is that when looking at artists you like, take note on when and where backgrounds are more or less complex. See how little you can get away with. And the more simple you go, the more good composition is your friend.

I wish, I read a lot of modern webtoons and manga, it's all garbage now, not only the stories but the art, why put efffort when slop works?

No background is better than a bad background.
Borrow some of the techniques from manga and let the detail you put on the character be the sole focus of a panel. You can include a panel or two of background to establish continuity on where characters are in a place but it's possible to have entire scenes unfold with no background at all
