This is it. Europe one was made by someone else but the pixels were all messed up so I cleaned it all with hand and turned it into first-level. Also expanded a bit. Irkutsk was done in a very amateur way, it's pretty much a useless map.

i'm pretty sure storage is not a problem with this database, but flags should be stored for at least a few months just to be overly sure

the progress is in three levels:
1st level easy, the states' flags are well documented
2nd level: regions. the regions of Somalia don't have flags except for a region in Puntland but w.ethnia.org uses for them a lot of flags of local organizations/local former separatists so now i'm undecided if using them or not
3rd level: districts. i still haven't researched much but there is a good scene at least in Somaliland and Mogadisho, in the ISIS-controlled war zones probably not quite (i think it expanded too since i last researched Somalia)
for now i'd be happy to understand if any region in Somalia other than the Bari region in Puntland has some sort of "official" flag. i think they aren't even anymore administrative entities nowadays, the districts are (in non-civil war areas at least)

don't try to resize or downscale the flags, i have scripts that do that automatically and with mathematical precision. All you have to do is dragging the images into the folders and fixing the filenames of the images

afaik Gitlab manually approves every repository deletion, so update me on how that process goes just for curiosity
