Not really. There's a couple of references from certain Ustashe, but it wasn't the official position or anything. The idea didn't even come from Croats, but from a medieval Latin Dalmatian cleric who was fuming at Croats colonizing Dalmatia and who thought that Croats were just more Goths from previous centuries. Old Croats were probably Iranic/Sarmatian, though, but got Slavenized in Ukraine.

Not really, they're genetically similar to West Slavs, Slovenes and East Austrians, all of those are the most Slavic of Slavs.
Kajkavian Croats have typical central european culture mix from germanic lands and especially Hungary but they're not as germanized as Slovenians, Bohemians and West Poles. North Croatia is most similar to Slovakia in many regards.

Istria is very culturally Germanized but it's usually overshadowed by Romance influence and Venetian-Italian barking. Istria is literally the only part of Croatia that was under direct control of HRE, Habsburgs and Austria for almost a millennium.
