I remember reading about I believe the Uruguayans actually putting some of those Cuban doctors through the same medical examination committees that all foreign doctors have to go through to get their medical licenses, and something like a third of them failing, so I wouldn't be surprised if a good chunk of those "doctors" are just intelligence agents

Literally most of the places where Cuban doctors worked were left without doctors when they left. That's the reality: people graduate in medicine to stay in an urban center attending to 1 patient every 15 minutes under the health plan and earn 20 thousand at the end of the month. Not to go to an indigenous village or the countryside of Paraiba.

It's not impossible since many countries even inside Europe don't have the same requirements for doctors. 1/3 candidates succeeding is still pretty big considering you have to go through the whole studies again. It's not just a couple of exams, if you're not certified to work as a doctor in another country you have to go through the whole fucking curriculum again.
