Russian tourists must be one of the best in Japan, because for an American or Mexican to go to Japan very little effort is required. Some countries can visit visa-free, or the amount of money on their bank accounts required for visa is pretty small for their economies. So all kind of random people can visit Japan on a whim.
Russian tourists, however, need to go through visa procedures, need to be able to afford the trip which is quite expensive for us. So usually only dedicated people go to Japan, the kind of people who are actually interested in culture and therefore who wouldn't act disrespectfully.

A big odd and curious how japs tell everyone 24/7 that they dislike tourists and foreigners but most of the time when I see japs it's often about them going to tourists or talking about tourists.
