Kind of. But they won't admit it. For example Spanish refugees from the Civil War or immigrants fully adapted just fine and now they're Mexican. A Belgian in Congo would be obviously foreign. A Spaniard in Mexico can be part of the country since the country has a Spanish influence. So yes, it's more like UK and US.
