New Indian immigrants enter an environment with tens of thousands of Indians who immigrated before them (who also haven't integrated), meaning there's no incentive to change their behavior to match that of the west. They just keep littering, walking in the street, not bathing, staring at women, and no one ever tells them to cut it out because they're surrounded by more Indians.
You see this in the US with Mexicans, but the big difference is that Mexicans make an effort to stay within Mexican communities due to the language barrier and the fact that a lot of them are illegal and trust other illegals to not turn them in. Indians on the other hand are mostly coming the the west on legally approved work or education visas. They're driven by an inferiority complex that motivates them to break into white communities because they think it will finally make whites view them as equals. A city might have 50,000 Mexicans and 50,000 Indians but you'll be seeing the Indians way more because they're actively trying to invade the spaces you live in.
