It includes everyone who doesn't have a permanent address. So if you live in a mobile home, camper, with friends, in someones spare bedroom or anything similar you are legally homeless here.
The actual number of people who really are homeless and do live on the street is closer to around 2200 (in 2024) and usually mentally ill, addicts and otherwise unfortunate souls.
They have access to a pretty wide selection of shelters, church homes and temporary dwellings plus basic welfare money for food and stuff.
I was technically homeless back in 2014-2015 when my dad died. I stayed in a shelter (which was actually just an apartment building with security) for a few months and then with a friend for the remaining time. Got around $450 per month in bux which I spent on food and cash savings.
