You usually get one pack of biscuits once at the end of the year, even though you're supposed to get one daily as a "supplemental nutrition plan" to "help" financially disadvantaged students, but school administrators just keep the boxes they get from the government to resell them to supermarkets, and only give one packet out to each student per year to say "hey technically we gave them some!"

Circled in picrel is the only one I've gotten in my town:

Been a while since I've had a school lunch but this is generally considered a staple - UHO (universal brown sauce) with slab of mystery meat or finely minced offal and side of overcooked rice or undercooked potatoes. Plus weak tea, and chicken soup (weak chicken broth with approximately two pieces of chicken skin and five noodles swimming in the bowl).

Similar to our highschools then. But takeout places also knew setting up near a highschool was solid business, so just about every highschool here has a takeout place within walking distance and we'd all just go out and buy proper fish and chips for lunch (since the school cafeteria fish and chips was usually kinda bland).

Well, it wasn't exactly "free food", it was communal canteen adjacent to the school and the meals were partially paid by the parents and partially subsidized by state. Obviously some part of the budget was diverted and best cut of the ingredients pilfered by canteen staff, so what you finally got on the plate was less than what your parents paid for.
