That's a Red Eft, a larval stage of the Eastern Newt. The newt tadpoles begin with gills, develop lungs as a Red Eft and spend one to seven years on land before maturing and returning to the water to breed. Some populations don't return to the water as adults and resemble larger, greenish Red Efts, and some populations skip the Red Eft and lung development stage and develop into aquatic adults with gills, like the Axolotl.
